What we are calling for

Some communities not only have severe socio-economic challenges, they also lack social infrastructure – defined as places and spaces to meet, digital and physical connectivity, and an active and engaged community.

Research by Oxford Consultants for Social Inclusion (OCSI) and Local Trust has identified 225 neighbourhoods that have a double disadvantage: the highest levels of deprivation and the weakest social infrastructure. These areas experience notably poor outcomes- not only compared to affluent areas, but also with places that are equally deprives but where a base layer of social infrastructure has been retained. Their challenges are often complex and multi faceted, requiring coordinated action across both central and local government to address them.

‘Left behind’ neighbourhoods have traditionally missed out on funding. They are in urgent need of a new funding response that provides targeted investment and supports sustainable, community-led change.

We successfully persuaded government to dedicate the next wave of dormant assets (from stocks, shares, bonds, insurance and pension policies) to create a new, independent endowment – the community wealth fund.

The government was due to announce its intensions about the design of the fund in May 2024 however due to the calling of the election, parliament was dissolved. We are now working to influence the new government’s approach to the community wealth fund.

The community wealth fund would be based on four principles:

Provision of long-term funding (10 -15 years)

Neighbourhood investment at the hyper-local level

Community-led decision making

Building community confidence and capacity

Distribution according to these principles would shift the dial in these areas, giving residents the means to develop the services and facilities that meet their needs and aspirations, and build social and economic capital.

The All-Party Parliamentary Group for ‘left behind’ neighbourhoods, was a cross-party group of MPs and Peers which ran from 2020-2024. The group was committed to developing policy solutions for ‘left behind’ neighbourhoods, and had been advocating on behalf of the Community Wealth Fund proposal.

Governance

The Community Wealth Fund Alliance Advisory Group represents the wider Alliance, providing strategic advice and direction to the campaign. The group includes representatives from People’s Health Trust, NCVO, NAVCA, Lloyd’s Bank Foundation for England & Wales, Demos, Brookside Big Local, and Local Trust.

Local Trust provides the secretariat to the campaign.
